Formosa Smart Energy Obtains Taiwan’s First CNS Large-Scale Fire Test Certification for Energy Storage Systems Demonstrating Indigenous Capabilities and Setting a New Benchmark for Safety
Formosa Smart Energy (FSET) announced that its battery energy storage sys-tem (BESS) is at the forefront of the industry in Taiwan, having successfully pass the Large-Scale Fire Test under Appendix C of CNS 62933-5-2:2022, ob-taining Taiwan’s first nationally recognized certification report for energy storage fire safety. The achievement demonstrates the system’s high stability and robust safety protection mechanisms under extreme thermal runaway con-ditions. Combined with FSET’s fully localized R&D and manufacturing capa-bilities-from battery cells and modules to complete energy storage cabinets-the certification further strengthens its independent control of critical technol-ogies and establishes FSET as a leading player in battery energy storage safe-ty.
To align Taiwan’s energy storage industry with international safety standards, the Bureau of Standards, Metrology and Inspection, Ministry of Economic Af-fairs (BSMI), has announced that verification under Appendix C of CNS 62933-5-2 will become mandatory for domestic energy storage facilities start-ing this year. FSET was the first company to collaborate with the National Center for Energy Storage System Technology, fully aligning its testing with the international energy storage safety standard UL 9540A. Test results demonstrated that FSET’s battery energy storage system successfully com-pleted rigorous validation under actual fire conditions and achieved two criti-cal national-level safety indicators: no open flame throughout the test and no explosion. FSET has thereby become the first company in Taiwan to pass the CNS Large-Scale Fire Test.
FSET Chairperson Sandy Wang stated that the core strength of the certified system lies in its “end-to-end technological self-reliance.” From upstream bat-tery cells and precision module packaging to system integration, FSET has consistently implemented a localized manufacturing approach in Taiwan, ena-bling rigorous safety and quality control from the source and establishing an energy storage supply chain aligned with the world’s highest safety standards. The achievement marks FSET’s successful passage through a critical techno-logical threshold and, with safety as its highest priority, opens a new chapter in Taiwan’s efforts to strengthen self-reliance across its energy supply chain.
Sandy Wang further noted that the rapid growth of generative AI has driven global demand for high-density energy to unprecedented levels. Stable compu-ting power must be supported by a resilient electricity infrastructure, making energy storage systems a critical factor in the development of the AI era. The rigorous CNS Large-Scale Fire Test provided concrete validation that FSET’s battery energy storage system can maintain comprehensive protection capabil-ities and effectively contain the spread of risks even under extreme thermal runaway conditions, establishing a highly reliable energy safeguard for the AI era.
Stephen Liu, President of FSET stated that FSET’s battery energy storage sys-tems are not only technologically advanced but have also entered the commer-cial deployment stage. The systems have been successfully integrated into Taipower’s Energy Trading Platform and are operating reliably, demonstrating a high level of commercial maturity. The systems fully comply with the Min-istry of Economic Affairs’ requirements for behind-the-meter energy storage subsidies, including the use of domestically manufactured battery cells, com-pliance with CNS 62619, and adherence to the latest fire safety guidelines. This demonstrates FSET’s strong execution capabilities in regulatory compli-ance and market expansion, enabling the company to immediately support corporate energy optimization and the dynamic dispatch needs of the national power grid.
Stephen Liu further explained that FSET has established a comprehensive in-ternational certification framework covering major global standards, including UL and IEC. From R&D and product design to manufacturing processes and quality management, FSET has developed capabilities on par with leading in-ternational players. Through a rigorous certification strategy, FSET ensures a high level of product reliability and consistency, providing systems with the readiness to be deployed across diverse commercial applications and deliver-ing a robust technological foundation for the energy storage market.
